安吉县成功申报浙江省外贸转型升级试点示范县(市、区),也是湖州市唯一获得此殊荣的县区。
Anji County has been successfully declared as a pilot demonstration county (city, district) for transformation and upgrading of foreign trade in Zhejiang Province, and it is the only county that has won such reputation in Huzhou City.

安吉县是外贸大县,一直以来坚持外贸转型升级改革工作,充分发挥改革先行先试优势,结合自身产业优势,外贸出口呈现增长快速、竞争力提升、全球贸易地位明显提升的良好态势。
As an important county of foreign trade, Anji County has always been sticking to the transformation, upgrading and reform of foreign trade, and by giving full play to the advantages of being the first to carry out and try out the reform and combining its own industrial advantages, the company has witnessed rapid growth of foreign trade export, improved competitiveness and rising trade position in the world.

Overall situation

十二五期间,安吉县外贸出口年均增长10.34%,全县外贸依存度连续七年超过50%2015年达到52%,安吉县进出口总额、自营出口总额、自营出口增幅等三个指标均居全市首位。其中,自营出口总额与进出口总额两项指标再次名列全市第一,实现七连冠2009-2015),在湖州市处于领跑领先地位。2015年出口增幅均居全省90个县(市、区)的28位,完成自营出口25.7亿美元,同比增长4.2%,分别高于全国、省、市平均增幅733.6个百分点。安吉办公家具对外贸易预警示范点连续七年获省级优秀预警点(2009-2015年),实现七连冠2015年度浙江省出口品牌建设工作考核三等奖;省级跨境电子商务园区、中国大众电商创业最活跃县50强;拥有省级以上各类名牌、商标37个,近三年,自营出口额在全省90各县区排名分别为:263028椅业产业和竹产业是出口的主导产业,2013年至2015年,椅竹二个产业的出口总额在全县权重分别为:74.5%83.4%80.5%,助推县域经济发展作用明显。安吉外贸经过多年的发展,到2015年底,产品远销186个国家和地区,其中与一带一路沿线95%的国家建立外经贸联系。
During the “twelfth five-year” plan period, Anji County has reached an annual growth of 10.34% in foreign trade export; the foreign trade dependence of the county exceeded 50% for seven consecutive years and reached 52% in 2015; total import and export volume, total self-support export volume and self-support export growth of Anji County ranked 1st in Huzhou City. Total self-support export volume and total import and export volume of Anji County had been in the first place in Huzhou City for seven times consecutively (2009-2015). In 2015, Anji County ranked 28th in export growth among 90 counties (cities, districts) in the province, and realized a self-support export volume of 2.57 billion dollars with a year-on-year growth of 4.2%, 7%, 3% and 3.6% higher than the average growth in China, Zhejiang Province and Huzhou City respectively. Anji Office Furniture Foreign Trade Alarm Demonstration Site had been elected as an excellent alarm site at provincial level for seven consecutive years (2009-2015). In 2015, it won the third prize in the assessment of Zhejiang export brand construction; ranked itself among the 50 most active counties in provincial cross-border E-commerce park and China’s mass E-commerce entrepreneurship and possessed 37 brands and trademarks above provincial level. In recent three years, Anji County ranked 26th, 30th, and 28th respectively in self-support export volume among the 90 countries and districts in Zhejiang Province. Chair industry and bamboo industry are dominant industries for the export. From 2013 to 2015, the chair industry and bamboo industry played a significant role in boosting the county’s economic development for total export volume of the two industries accounted for 74.5%, 83.4% and 80.5% of the total export volume in the entire county respectively. After years of foreign trade development, by the end of 2015, Anji products had been sold to 186 countries and regions, and Anji had established foreign trade and economic relationship with 95% of the countries along the “One Belt and One Road”.

安吉椅业:安吉县是全国最大的办公椅生产基地,全国每生产三把椅子就有一把产自安吉,出口两把椅子有一把出自安吉。先后获得中国椅业之乡国家级椅业出口基地”“浙江省区域名牌等各类荣誉称号。到2015年底,全县共有椅业企业701家,年产量超6000万件(套),实现销售收入172亿元。占全县比例40%左右,椅业出口18.78亿美元,占全县出口比例达73.28%
Anji chair industry: Anji County is the largest office chair manufacturing base in China. In every three chairs manufactured in China, there is a chair manufactured in Anji, and in every two chairs exported, there is a chair from Anji. Anji has been successfully reputed as “Home of Chairs in China”, “National Chair Export Base”, and Anji chair has been reputed as a “Zhejiang Renowned Brand” and so on. By the end of 2015, Anji County had 701 chair enterprises, with the annual output exceeding 60 million chairs and sales revenue of chairs reaching RMB 17.2 billion, about 40% of the total sales revenue of the county. Export volume of chairs reached 1.878 billion dollars, up to 73.28% of the total export volume of the county.

安吉竹产业:安吉素有中国第一竹乡美誉,以全国1.8%的立竹量,创造了全国将近22%的竹产值。安吉立竹量、商品竹年产量、竹业年产值、竹制品出口额、竹业经济综合实力五项指标全国第一。先后荣获中国竹乡中国竹地板之都中国竹装饰装修基地省级竹产业出口基地等荣誉称号。到2015年底,全县共有竹产业企业1607家,全行业总收入190亿元,自营出口1.9亿美元。
Anji bamboo industry: Anji, usually known as “Home of Bamboo in China”, created nearly 22% of bamboo output value in China with its living bamboo amount accounting for 1.8% of national living bamboo amount. Anji living bamboo amount, annual output of commercial bamboo, annual output value of bamboo industry, export volume of bamboo products, and comprehensive economic strength of bamboo industry ranked 1st in China. Anji has been successfully reputed as “Home of Bamboo in China”, “County of Bamboo Flooring in China”, “Bamboo Ornament and Decoration Base in China”, “Provincial Bamboo industry Export Base” and so on. By the end of 2015, Anji County had 1,607 bamboo enterprises, total revenue in the industry reached 19 billion and self-support export volume reached 190 million dollars.

一是一路一带深拓市场。2015年全县出口企业571家,出口国家达到184个,与一路一带沿线95%的国家建立外经贸联系。2015年组织企业参加了29个境外展览,境内外参展企业累计500余家次,参展面积3.5万平方米。建立海外营销网络8个。跨国采购拓市场。邀请国外采购商团走进安吉,与本地企业对接,通过现场洽谈业务、实物展示和同步验厂等方式,为企业争取订单。今年为小微企业提供全覆盖承保模式。建设好外贸预警体系,形成全方位预警和三位一体(企业、中介组织和政府)预警机制,协调好外贸纠纷解决,积极解决各类贸易纠纷,为外贸发展保驾护航,在企业与国际买家各类纠纷案中,多次帮助企业进行调解。
I. Further expansion of market along “One Road and One Belt”. In 2015, the county had 571 export enterprises, and products were exported to 184 countries. Anji established foreign trade and economic relationship with 95% of the countries along “One Road and One Belt” and organized enterprises to participate in 29 overseas exhibitions in 2015. A total of more than 500 domestic and overseas enterprises participated in those exhibitions and the exhibition area covered 35,000 square meters. It also established 8 overseas marketing networks; expanded market by transnational procurement; invited foreign procurement business groups to enter into Anji and cooperate with local enterprises and strived to attract orders from customers through field business talk, physical product display, synchronous factory inspection and so on. This year, Anji has provided “full-coverage” underwriting pattern for small and micro enterprises. It has established “foreign trade alarm” system, formed all-dimensional alarm and “three-in-one” (enterprise, intermediary organization and government) alarm mechanism; well coordinated the settlement of “foreign trade disputes” to solve various kinds of trade disputes and maintain the development of foreign trade and has helped mediate disputes between the enterprises and international buyers for several times.

二是品牌建设提质增效。安吉拥有安吉椅业安吉绿色家居集体商标,2015年荣获浙江省出口品牌建设工作考核三等奖。2015年累计培育省市出口名牌29个,占全市一半,成立2家省级企业研究院。申报椅业专利4199项,竹木制品专利2290项。
II. Improvement of quality and efficiency through brand construction. Anji possessed collective trademarks of “Anji Chair” and “Anji Green Home”. In 2015, it won the third prize in the assessment of Zhejiang export brand construction; developed 29 provincial and municipal export brands, 50% of the number of export brands in the entire city, established 2 provincial enterprise research institutes; applied for 4,199 patents in chair industry and 2,290 patents in bamboo and wood products.

三是管理创新降低成本。央企中国物流项目落户安吉,安吉港形成“1小时出口圈,可抵达全球240个港口,节约物流成本25%以上。安吉是湖州第一个海关和商检两个办事处设立县区, 99%货物实行一站式办理,通关速度提高30%,出口退税从1个月缩短到7天。
III. Reduction of cost through management innovation. “Chinese Logistics” project of central enterprises is landed in Anji. Anji Port has formed a “One-hour Export Circle”, which could lead to 240 ports in the world and save more than 25% of logistics costs. Anji is the first county that has established both customs office and commodity inspection office in Huzhou City. “One-stop” mechanism is executed for 99% of the commodities, and therefore, customs inspection is 30% faster and period of tax reimbursement for export is shortened from one month to seven days.

四是跨境电商快速推进。安吉有目前国内最大的集装箱内河港口上港安吉国际物流园,2015年港口集装箱吞吐量达到16.3万标箱,省级跨境电商产业园实现跨境电商出口额4000余万美元,并成为辐射周边的重要跨境电商物流中心。
IV. Acceleration of cross-border E-commerce development. Now, Anji has the largest inland-river container port Shanghai Port Anji International Logistics Park in China. In 2015, throughput of containers at the port reached 163,000; provincial cross-border E-commerce industrial park realized the cross-border E-commerce export volume of more than 40 million dollars and become an important cross-border E-commerce logistics center radiating out to the surrounding places.

五是改革创新工作机制。安吉专门成立外贸转型升级试点示范县建设领导小组。出台《关于进一步加快推进椅业产业转型升级的若干意见》和《进一步加快推进竹产业转型升级的若干意见》。建立外贸转型升级支援中心,出台外贸转型升级统计制度,建立试点企业信息跟踪库等等。
V. Reforming and innovation of working mechanism. Anji has established a special leading team for the construction of pilot demonstration county for transformation and upgrading of foreign trade; issued Several Opinions on Further Speeding Up the Transformation and Upgrading of Chair Industry and Several Opinions on Further Speeding Up the Transformation and Upgrading of Bamboo Industry; established a support center for the transformation and upgrading of foreign trade, issued statistics system for the transformation and upgrading of foreign trade, established pilot enterprise information tracking library and so on.

六是两山战略实践为试点示范创建了良好发展氛围。安吉是中国美丽乡村建设发源地,联合国人居奖首个获得县。2005815日,习近平总书记首次在安吉提出绿水青山就是金山银山重要思想。当前,按照省委对安吉创建“‘两山重要思想实践示范县的要求,安吉坚持走创新发展、绿色发展、开放发展之路,以外贸转型升级为重要切入点,着力打造绿水青山转化为金山银山的浙江典范、全国示范,与全县发展长远目标高度吻合,更得到县委县政府、各级管理部门以及企业的积极响应与支持。
VI. “Two Mountains” strategic practices created favorable development atmosphere for pilot demonstration. Anji is the cradle for the construction of China’s beautiful countryside and the first county that has won “UN Habitat Award”. On August 15, 2005, General Secretary Xi Jinping put forward the important thought of “Clear Waters and Green Hills Are Gold and Silver Mountains” for the first time. Now, in accordance with the provincial Party committee’s requirements of creating “Two Mountains” Practice Demonstration County, Anji insists on innovated development, green development and open development, and strives to create a typical zone in Zhejiang and a demonstration zone in China to “transform clear waters and green hills to gold and silver mountains” by taking the transformation and upgrading of foreign trade as an important starting point. It is highly consistent with the long-term development objective of the county and has gained active response and support from the county party committee, county government, administrative departments and enterprises.

今年以来,安吉县从品牌建设、技术创新、服务平台着手,加快外贸模式创新,积极培育出口竞争新优势、厚植自主品牌势能,实施互联网+区域品牌、互联网+自主品牌战略、推动企业技术创新,着力提高贸易附加值和出口竞争力、着力优化外贸结构,积极培育外贸新增长点、优化外贸生态环境,进一步优化外贸转型升级环境等方面为重点,大力推进外贸转型升级,进一步提升安吉在国际贸易中的战略地位,使安吉成为转变外贸发展方式的示范区、带动产业转型升级的重要基地。

It has implemented the strategies of “Internet + Regional Brand, Internet + Independent Brand, driven enterprises to make technological innovations and strived to improve the added value of foreign trade and export competitiveness and optimize foreign trade structure; actively develop new foreign trade growth point, optimize ecological environment of foreign trade and further optimize foreign trade transformation and upgrading environment, vigorously boost the transformation and upgrading of foreign trade and further improve the strategic position of Anji in international trade so as to make Anji transformed into a demonstration zone for the transformation of foreign trade development mode and an important base to drive the industrial transformation and upgrading.

据海关数据统计:     
20161-7月全县累计完成进出口总额1002151万元,同比增长8.5%,增幅分别高于全国、全省、全市的平均增幅11.56.05.3个百分点;其中,完成自营出口总额984753万元,同比增长8.5%,增幅分别高于全国、全省、全市的平均增幅10.14.53.5个百分点;完成进口17398万元,同比增长5.4%,结束连续18个月的负增长,首次出现正增长。进出口总额、自营出口总额二个指标仍居全市首位
According to the customs data statistics:
From January to July 2016, the county reached a total import and export volume of RMB 10,021.51 million, with a year-on-year growth of 8.5%, and the growth rate was 11.5%, 6.0% and 5.3% higher than the average growth rate in China, Zhejiang Province and Huzhou City respectively. The self-support export volume reached RMB 9,847.53 million, with a year-on-year growth of 8.5%, and the growth rate was 10.1%, 4.5% and 3.5% higher than the average growth rate in China, Zhejiang Province and Huzhou City respectively. The import volume reached RMB 173.98 million, with a year-on-year growth of 5.4%, ending the negative growth that had continued for 18 months. Anji still ranked 1st in the city in total import and export volume and total self-support export volume.
