临安市“九山半水半分田”，是浙江省最大的山区市。2015年外贸进出口总额20.9亿美元，其中出口17.5亿美元，同比增长11.5%。2016年1-7月，出口额达9.18亿美元，同比增长3.60%。“十二五”期间，外贸出口额增加1倍以上，增长106%。自营出口总额在杭州市五县（市）连续七年保持第一。临安出口商品丰富，主要产品有电光源绿色照明、电线电缆、装饰纸、五金工具等，出口欧美、东盟、亚洲、非洲、拉丁美洲、北美洲、大洋洲等七大洲160多个国家和地区。
Lin’an is the largest mountainous city in Zhejiang Province with “90% mountain, 5% water and 5% field”. In 2015, its total import and export volume reached 2.09 billion dollars; its export volume reached 1.75 billon dollars, with a year-on-year growth of 11.5%. From January to July 2016, its export volume reached 918 million dollars, with a year-on-year growth of 3.60%. During the “twelfth five-year” plan period, its export volume was increased by 106%. Its total self-support export volume has ranked 1st among five counties (cities) in Hangzhou for seven consecutive years. Lin’an has rich export commodities such as electric green lighting, electric wire and cable, decorative paper, hardware tool. The commodities are exported to more than 160 countries and regions in seven continents including Europe and America, ASEAN, Asia, Africa, Latin America, North America and Oceania.
临安外贸出口能够“逆势增长”，与电光源产业密不可分。电光源产业具备十分完整的产业链，是临安工业经济支柱。临安市电光源绿色照明产业从上世纪 90 年代初起步，经过 20 年的发展壮大，产业规模不断壮大，涉及领域不断拓展。特别是经过近5年来的高速发展，产业规模快速扩张，从生产单一的毛管发展到生产荧光粉、玻管、毛管、整灯、LED，形成了相对完整的产业链，从无牌、贴牌到创品牌，产业集聚效应逐步显现，与广东古镇、江苏建湖并称为全国三大电光源绿色照明生产基地。2015年全市已拥有电光源绿色照明相关生产企业300余家，总产值达120亿元，其中10亿以上企业2家，亿元以上企业16家；规上企业89家，新三板上市企业2家；企业直接出口4亿美元，占全市出口额的22.8%。2015年电光源出口额达4亿美元，占全市出口总额的22.8%。全市电光源整灯生产数量占全省的1/2、全国的1/6，灯管出口量占全国的 1/3、全球的 1/4，是“中国节能电光源制造基地”、“国家级出口电光源产品质量安全示范区”，与广东古镇、江苏建湖并称为“全国三大电光源绿色照明生产基地”。
The reason why foreign trade export in Lin’an can “grow against the trend” is inseparable from electric light source industry. Electric light source industry has a complete industrial chain and is the pillar of industrial economy in Lin’an. Lin’an electric light source industry started from the early 1990s, and after 20 years of development, the industry has expanded in scale and covered more and more fields, especially under the rapid development in the recent five years. From the production of single tubular billet to the production of fluorescent powder, glass tube, tubular billet, lamp and LED, Lin’an has formed a relatively complete industrial chain, and from brand-less production, production with OEM to the creation of brand, industrial cluster effect has gradually appeared in Lin’an. Guzhen of Guangdong, Jianhu of Jiangsu and Lin’an are known as China’s three largest electric green lighting production bases. In 2015, the city possessed over 300 production enterprises related to the electric green lighting, with its total production value up to RMB 12 billion. Among these enterprises, there were 2 enterprises over 1 billion, 16 enterprises over 100 million, 89 enterprises above the designated scale and 2 enterprises listed on the New Third Board. Direct export volume of the enterprise reached 400 million dollars, 22.8% of the total export volume in the city. Export volume of electric light source in 2015 reached 400 million dollars, 22.8% of the total export volume in the city. Production amount of electric lamp in Lin’an City took up 1/2 of that in Zhejiang Province and 1/6 of that in China; export volume of light tube took up 1/3 of that in China and 1/4 of that in the world. Lin’an is “China’s energy-saving electric light source manufacturing base”, “national export electric light source product quality and safety demonstration area” and is collectively known as “China’s three largest electric green lighting production bases” together with Guzhen of Guangdong and Jianhu of Jiangsu.

Remarkable industrial cluster effect. Lin’an City has 89 electric light source enterprises above designated scale, 80% of which gather at Gaohong Town, and has formed an industrial cluster with a certain production scale and the ability in producing lamp and LED. In 2015, Lin’an City achieved a production value of RMB 12 billion in electric light source products, and Gaohong Town alone achieved a production value of RMB 9.6 billion.
龙头企业带动力强。拥有亨特电气、亮亮电子等9家引领电光源产业发展的龙头企业。2015年，在全市电光源行业的300余家企业中，有出口整灯、灯管等企业为 140 家，出口额5000万美元以上1家，1000万美元以上8家，500万美元以上11家。其中杭州宇中高虹照明电器有限公司年出口货值达 6333 万美元、杭州亨特电气有限公司出口3205万美元，杭州亮亮电子照明有限公司出口2936万美元，成为该行业的出口龙头企业。宇中高虹、亮亮电子等 8 家企业成为全市出口电光源检验监管区示范企业与转型升级龙头企业。
Strong driving force of leading enterprises. Lin’an has 9 leading enterprises in the development of electric light source industry, including Hengte Electrical and Liangliang Electronic. In 2015, among the over 300 enterprises in electric light source industry in Lin’an, there were 140 enterprises specialized in the export of lamps and light tubes, 1 enterprise with the export volume of over 50 million dollars, 8 enterprises with the export volume of over 10 million dollars and 11 enterprises with the export volume of over 5 million dollars. Annual export value of Hangzhou Yuzhong Gaohong Lighting Electrical Equipment Co., Ltd., Hangzhou Hengte Electrical Co., Ltd. and Hangzhou Liangliang Electronic Lighting Co., Ltd., reached 63.33 million dollars, 32.05 million dollars and 29.36 million respectively in 2015. 8 enterprises in Lin’an including Yuzhong Gaohong and Liangliang Electronic has become demonstration enterprises for inspection and supervision of export electric light sources and leading enterprises in transformation and upgrading in Lin’an.

Lin’an has established national electric light source exhibition center and the first China (Hangzhou) cross-border comprehensive E-commerce pilot park – provincial cross-border E-commerce park, Hangzhou high-tech research & development center, Hangzhou enterprise technology center and other development platforms. Yuzhong Gaohong invested RMB 10 million in establishing a 1,000m2 laboratory and testing platform certified by NEMKO jointly with Norway NEMKO. In environment protection platform, Yuzhong Gaohong invested RMB 28.97 million in establishing Lin’an Yujie Mercuric Solid Waste Processing Co., Ltd., introduced in 2 fully-sealed grinding and distilling facilities from Sweden MRT Company to process mercuric waste fluorescent lamp in a centralized and standard manner.

外贸模式创新。以跨境电商发展为支撑，以做大B2B出口为主攻方向。全市自营进出口企业506家中有300余家企业在阿里巴巴、中国制造网平台上线。积极培育海外仓，亮亮电子已在迪拜、俄罗斯、非洲等地设有电光源产品海外仓。全市24家企业在30个国家、地区设立境外办事处，总投资超过16亿美元，杭州寰奇电子有限公司在埃塞俄比亚设立电光源生产基地。临安外贸形成了传统外贸和跨境电商有效结合的外贸出口新模式。
Innovative foreign trade pattern. Lin’an takes cross-border E-commerce development as the support and enhanced B2B export as the major target. Over 300 enterprises in the 506 self-support import and export enterprises in Lin’an are put online on Alibaba, Made-in-China.com. It has been vigorously developing overseas warehouses, and Liangliang Electronic has built up overseas warehouses for electric light source products in places like Dubai, Russia and Africa. 24 enterprises in Lin’an have set up overseas offices in 30 countries and regions, with a total investment of over 1.6 billion dollars, and Hangzhou Huanqi Electronic Co., Ltd. has set up electric light source production base in Ethiopia. Lin’an foreign trade has formed a new pattern of foreign trade export where traditional foreign trade and cross-border E-commerce are effectively combined together.
组织管理高效。一是检验检疫模式新。由临安市政府、杭州检验检疫局、质监、商务、环保等 12 个部门组建了临安市出口电光源检验监管区管理领导小组，电光源产品出口全面推进电子报检，示范区企业绿色通道、快速换单和直通放行等工作。二是服务企业有特色。会同杭州海关、杭州贸促委与会展公司走访外贸企业，调研开拓市场情况。每年组织企业参加境内外展览会，展位数达500个以上，其中照明企业展位达180余个。举办照明企业“一带一路”市场推介会，举办越南、俄罗斯、印尼等国市场照明产品认证培训会。三是出口风险防范体系完善。对接省商务厅律师团进驻企业，联合企业进行反倾销抱团应诉，帮助企业全面应用信保产品。
Efficient organization and management. First, the inspection and quarantine mode is new. 12 departments including Lin’an municipal government, Hangzhou Inspection and Quarantine Bureau, Quality Supervision Department, Department of Commerce and Department of Environmental Protection has established a leading team for the management of Lin’an export electric light source inspection supervision zone. Those departments comprehensively promote electronic export inspection for electric light source products, green channels for enterprises in demonstration area, quick order exchange, direct release and so on. Second, services enterprises have their distinctive characteristics. Lin’an authorities have visited foreign trade enterprises and studied the expansion of markets together with Hangzhou Customs, Hangzhou Trade Promotion Committee and exhibition companies. Every year, enterprises will be organized to participate in domestic and overseas exhibitions. There are more than 500 exhibition booths, and over 180 exhibition booths of lighting enterprises. Lin’an also holds lighting enterprise “One Belt and One Road” market promotion conference, training conference for certification of lighting productions on markets in Vietnam, Russia and Indonesia. Third, export risk prevention system is perfected. Lin’an authorities send lawyers from the Provincial Department of Commerce into enterprises, cooperate with enterprises in responding to anti-dumping lawsuits and assist enterprises in comprehensive application of credit insurance products.

电光源企业在我市入围浙江省转型升级试点示范市后，更加明确了发展方向，以龙头企业带动引领，从技术、品牌两方面扎实深入进行转型升级。
Electric light source enterprises have defined their development direction more clearly after Lin’an City is elected as a pilot demonstration city for the transformation and upgrading in Zhejiang Province. Guided by leading enterprises, the transformation and upgrading are firmly carried out from two aspects: technology and brand.
在技术方面：1、引导企业开发LED新型产品。各家公司分别以LED为先进光源发展方向，引进LED SMT、新型照明级COB-LED光源、LED灯具等自动化生产线，增加了LED的生产能力。亨特照明公司从台湾、韩国引进自动圆排车生产线、整灯生产线等一流的制灯设备。新联电器公司引进了2000万元的国际先进全自动插件机、雅马哈贴片机、雅马哈点胶机等进口设备。2、鼓励企业与先进企业合作。今年上半年，宇中高虹与美国KATERRA公司共同投资2500万美金成立杭州科特亚照明科技有限公司，主攻北美LED市场，规划3年内实现销售10亿元人民币；还与韩国WOOREE公司共同投资2500万美金成立杭州美宇照明科技有限公司（其中宇中高虹占75%），主攻北美、日韩LED市场，规划3年内实现销售10亿元人民币。
Technology: 1. Guide enterprises to develop new LED products. Companies have introduced in automation production line for LED SMT, new COB-LED light source, LED light and so on and improved LED production capacity. Hengte lighting company has introduced in automatic round exhaust production line, lamp production line and other first-class lamp manufacturing equipment from Taiwan and Korea. Xinlian Electrical has invested RMB 20 million in introducing in international advanced full-automatic insertion machine, YAMAHA mounter, YAMAHA gumming machine and other equipment. 2. Encourage enterprises to cooperate with advanced enterprises. In the first half of this year, Yuzhong Gaohong and America KATERRA invested 25 million dollars in establishing Hangzhou Katerra Lighting Technology Co., Ltd. jointly to target at North American LED market and plan to realize a sales volume of RMB 1 billion in three years. Yuzhong Gaohong also cooperated with Korean WOOREE and invested 25 million dollars in establishing Hangzhou Meiyu Lighting Technology Co., Ltd. jointly (75% from Yuzhong Gaohong) to target at North American, Japanese and Korean LED markets, and plan to realize a sales volume of RMB 1 billion in three years.
在品牌方面：1、强化企业品牌意识。通过分散走访、集中培训等形式，增强企业对自主品牌的创建、维护与推广意识，加大企业开发自主品牌的意愿。通过等龙头企业带动，传递品牌在产品推广中的功能和效应。亮亮电子TORCH和CTORCH自主品牌产品在迪拜、阿尔及利亚、尼日利亚、也门、坦桑尼亚、土库曼斯坦等国家和地区市场上树立了良好的口碑，自主品牌销售已占到了总销售额的90%。2、鼓励企业加大专利设计和认证力度。例如，亮亮电子自主开发的灯具产品有50多个，取得专利证书的有25项，另有十余项专利正在申请办理中；宇中高虹已获得授权发明专利2项，实用新型专利7项，外观设计专利11项；新联电器在LED研发方面共获得了2个发明专利、7项实用新型专利和5项外观设计专利。
Brand: 1. Enhance enterprise brand awareness. Enterprises’ awareness to establish, protect and promote independent brands of the enterprises and enterprises’ intention to develop independent brands can be enhanced by scattered visits, centralized training and so on; functions and effects of brands in product promotion can be disseminated under the guidance of leading enterprises. Independent brand products of Liangliang Electronic, TORCH and CTORCH, have set up a good reputation on markets in countries and regions like Dubai, Algeria, Nigeria, Yemen, Tanzania and Turkmenistan. Sales volume of independent brand products has accounted for 90% of total sales volume. 2. Encourage enterprises to enhance patent design and certification. For instance, Liangliang Electronic has over 50 independently developed lamp products, obtained 25 certificates of patent, and more than ten pending patents. Yuzhong Gaohong has won 2 authorized invention patents, 7 patents for utility models and 5 appearance design patents.
