瑞安地处浙江东南沿海，是浙江现代工贸城市、历史文化名城和温州大都市区南翼中心城市。瑞安是“温州模式”的重要发祥地，经过30年发展，已形成汽摩配、机械装备、高分子材料和时尚轻工四大支柱产业集群，拥有“中国汽摩配之都”、“中国包装机械城”等13张国字号工业金名片，现有产值超亿元企业160家、超10亿元企业10家、超100亿元企业1家。2015年我市GDP720.51亿元，同比增长8.3%；财政收入94.63亿元，同比增长6.6%；工业总产值1277.9亿元，同比增长4.3%。
Ruian, located at southeastern coastal area of Zhejiang Province, is a modern industry and trade city, a famous historic and cultural city, and the central city at south wing of Wenzhou metropolitan area. Ruian is an important birthplace of “Wenzhou Model”, and through 30-year’s development, four pillar industry clusters, including automobile and motorcycle parts, mechanized equipments, high polymer materials and fashion light industry, have formed here. Ruian has 13 golden “business cards” beginning with China such as “China Automobile and Motorcycle Capital” and “China Packaging Machine City”. Now, it has 160 enterprises with output value exceeding RMB100 million yuan, 10 enterprises with output value exceeding RMB1 billion yuan, and 1 enterprise with output value exceeding RMB10 billion yuan. In 2015, Ruian realized RMB72.051 billion yuan in GDP with year-on-year growth of 8.3%, RMB9.463 billion yuan in financial revenue with year-on-year growth of 6.6%, and RMB127.79 billion yuan in total industrial output value with year-on-year growth of 4.3%.

瑞安市2015年进出口总额34.34亿美元，出口总额30.85亿美元，出口规模在全省县级排名第23名，在温州市排名第2位，全市经济对外贸依存度历史最高达到41%。出口实绩企业1117家，以汽摩配和机械为主的机电产品出口14.32亿美元，占比出口总额46.43%。出口市场以欧美为主占到总额49%。外贸扶持政策完善，对自主品牌出口、境内外商标注册、境内外展会等项目给予有利政策支持，全市拥有境外注册商标企业超过105家，境外注册商标数量212个；拥有省级出口名牌8个，温州市级出口名牌17个；2015年自主品牌备案企业38家，实现自主品牌出口8992万美元；每年组织企业参加境内外国际性展会接近100个。外贸综合服务平台发展迅速，“一达通”等重点外贸综合服务企业迅速发展，2015年瑞安通过“一达通”出口代理企业700家，累计出口3370万美元，同比增长56%，为企业节约代理成本200万元。外贸融资服务创新，推出“信保贷”融资平台试点，属全国首创。成功打造“政、银、企”贷款平台系统，先后推出“安安贷”、“安建贷”和“安宁贷”外贸贷款平台。2015年，平台向外贸企业发放无抵押无担保贷款8000多万元。
The total volume of foreign trade of Ruian of 2015 is up to 3.434 billion US dollars and the total export volume reaches 3.085 billion US dollars, with its export scale ranking 23rd among all counties of the province and 2nd in Wenzhou. For the economy of this city, its degree of dependence upon foreign trade reached 41%-the highest in the history. There are 1,117 enterprises with export performance. The export value of mechanical and electrical products (mainly automobile and motorcycle parts and machinery) reaches 1.432 billion US dollars, accounting for 46.43% of the total export volume. Its export markets are mainly European and American markets, occupying 49% of the total volume. The supportive policy for foreign trade is perfect and favorable policy support is given to various items such as independent brand export, overseas and domestic trademark registration, overseas and domestic exhibitions. Now in Ruian, there are over 105 enterprises with their brands registered overseas, with overseas registered brands up to 212 in number; there are 8 province-level famous export brands and 17 Wenzhou city-level famous export brands; in 2015, there were 38 enterprises with their independent brands filed, with export value of independent brands reaching 89.92 million US dollars, and; enterprises are organized every year to attend near 100 foreign and domestic international trade shows. Comprehensive service platform for foreign trade develops quickly, and key comprehensive service enterprises for foreign trade such as OneTouch grow fast. In 2015, via OneTouch, Ruian provided export-outsourcing services to 700 enterprises, the accumulated export volume reaching 33.70 million US dollars, with year-on-year growth of 56%, saving agency cost by RMB2 million yuan for enterprises. Through innovation of foreign trade financing service, the pilot “credit-insurance-loan” financing platform is launched, which is the first in China. A “government-bank-enterprise” loan platform system is successfully built and successively launches several foreign trade loan platforms, including “An-An loan”, “An-Jian loan” and “An-Ning loan”. In 2015, these platforms issued more than RMB80 million yuan unsecured loan to foreign trade enterprises.

瑞安作为“中国汽摩配之都”,“中国汽车零部件出口基地”，名冠寰宇的汽车关键零部件产业集聚日臻完善，共有汽车零部件企业1997 家（规模以上企业361 家），拥有产值超十亿元企业3 家，超亿元企业43 家，自营出口企业232 家，品类3000 余种，几乎覆盖汽车全部零部件，汽配产品全面进入国内几乎所有整车厂配套体系，部分产品进入欧美、日本和印度等整车厂配套体系和全球汽车后市场采购体系; 汽摩配行业工业总产值从2005年的120亿元上升到2015年460亿元，增长283.3%，汽配出口从2005年1.8亿美元上升到2015年7.4亿美元，已具备产业群，产业链，优势企业群三个层次，形成“三位一体”协调互动发展的格局。
As the China Automobile and Motorcycle Parts Capital and the China Export Base of Automobile Parts, and as the world-known industry clusters of key automobile parts are becoming better and being perfect day by day, Ruian has 1,997 automobile parts enterprises (361 enterprises with large scale), among which there are 3 enterprises with output value exceeding RMB1 billion yuan and 43 enterprises with output value exceeding RMB100 million yuan. Besides, there are 232 self-support export enterprises with category over 3,000 kinds, nearly covering all automobile parts. Auto fittings fully enter into the supporting systems of near-all automobile companies, and part of them are adopted by the supporting systems of European and American, Japanese and Indian automobile companies as well as the purchase system of global automobile aftermarket. For automobile and motorcycle parts industry, its total industrial output value increases from RMB12 billion yuan in 2005 to RMB46 billion yuan in 2015, increased by 283.3%, while automobile parts export increases from RMB180 million yuan in 2005 to RMB740 million yuan in 2015. Now Ruian has been of three layers of industrial cluster, industrial chain and advantage enterprise cluster, and a “three-in-one” structure of coordinative and interactive development forms.
2005年中国机械工业企业管理协会授予瑞安“中国包装机械城”称号，共有机械生产企业1200余家，从业人员约4.3万余人；2015年机械行业实现规上产值247.45亿，出口额5.6亿美元，占出口总额的18％。原材料、加工、装配专业化分工的产业链较完善，形成了一批竞争力较强的特色优势产品，取得了较高的市场占有率，其中吹膜机、铝塑包装机、换向器国内市场占有率达50%以上；压痕机占90%以上；印刷包装机械、制药包装机械、漆包线的国内三大生产基地之一都在瑞安。建成了8家省级研发中心，现有高新技术企业60家，近年来获得中国驰名商标3枚，国家专利800多项，其中一批属发明专利。品牌培育和科技创新使机械这一传统行业逐步发展成为具有较高科技含量的新兴装备制造业。
In 2005, Ruian was granted the title of “China Packaging Machinery City” by China Machinery Enterprise Management Association (CMMA), and then there were over 1,200 machinery manufacturers with some 43,000 employees. In 2015, machinery industry realized the output value above the designated size of RMB24.745 billion yuan and the value of export reached 560 million US dollars, accounting for 18% of the total value of export. The industrial chains with division of labor based on specialization including raw materials, processing and assembling are perfect. A series of characteristic advantage products with strong competitiveness emerge and occupy high market share, in which the domestic market share of film blowing machine, aluminum-plastic blister packaging machine and commutator exceeds 50% and die cutting machine occupies more than 90%. For printing and packaging machinery, pharmaceutical packaging machinery and enameled wire, each one has one of the three domestic production bases in Ruian. Furthermore, 8 province-level R&D centers are built up in Ruian, and now it has 60 high-tech enterprises. For recent years, Ruihan has 3 China famous brands and more than 800 national patents including a batch of patents for invention. Through brand cultivation and scientific innovation, machinery industry, such a traditional industry, gradually develops to be a newly developing equipment manufacturing industry.

瑞安是浙江省著名侨乡，也是全国知名侨乡。有40多万创业者在全国各地经商办企业，15万侨胞分布在世界100多个国家和地区；侨贸出口额9.2亿美元，占到我市出口份额的30%，侨商在境外建立起庞大的营销网络，是瑞安市特有的外贸商业模式。2015年瑞安市开展侨贸回归工作，建立了完善的工作机制、政策体系和服务体系，出台十条优惠措施，成功打造500平米贸易回归中心，贸易回归服务小组为新注册入驻企业提供“一站式”服务。2016年上半年贸易回归企业达到19家，回归总额达4亿人民币，为我市出口增长贡献了4个百分点。
Ruian is the famous hometown of overseas Chinese of Zhejiang Province, and the national well-known hometown of overseas Chinese. There are over 400,000 entrepreneurs engaging in business and running enterprises throughout the country, and 150,000 overseas Chinese living in more than 100 countries and regions all over the world. The export value of overseas Chinese trade reaches 920 million US dollars, accounting for 30% of the export share of Ruian. Overseas Chinese businessmen build up massive marketing network abroad, which is the business model of foreign trade specific to Ruian. In 2015, Ruian developed a work of overseas Chinese trade return, built perfect work mechanism, policy system and service system, and issued ten preferential measures. Besides, Ruian successfully built up a 500m2 trade return center and the trade return service team can provide one-stop service to newly registered enterprises. In the first half year of 2016, trade return enterprises reach 19 in number with total value returned up to RMB400 million yuan, which contributes 4% to the growth of export of Ruian.

瑞安市作为浙江省电子商务示范县，电子商务基础扎实，跨境电商发展迅速。2015年全市拥有电商主体2万6千多家，市场监管部门登记在册的电商主体达8000余家，其中天猫店476家，居温州各县市区首位；2015年实现网络零售额166.7亿元，居温州各县市区第一，全省各县前列。二季度我市共15个行政村网络零售额超250万元，数量占温州全市近4成，居温州各县（市、区）首位、全省第四。建成电商园区3个，在建电商园区5个，引导电商企业集聚化发展。跨境电商发展迅速，根据跨境物流统计，瑞安市从事跨境电商企业与个体超过300家，2015年跨境贸易额度超过3611万美元；每年对企业通过中国制造网、环球资源网等七个跨境电商平台开展跨境B2B业务的给予政策奖励。强化跨境电商实务培训，组织了瑞安跨境电商生态峰会、汽摩配件行业跨境电商峰会等会议，引导传统外贸企业走“互联网+外贸”，受众企业1200多家。跨境电商扶持政策已正式出台，在跨境电商园区、海外仓、电商人才培训、物流等方面给予补助。

In 2015, the number of e-commerce entities in whole city was more than 26,000 and the number of e-commerce entities registered at market supervision authority was more than 8,000, among which the number of Tmall shops was 476, ranking the first among counties and urban districts in Wenzhou. In 2015, the volume of online retail sales reached RMB16.67 billion yuan, ranking 1st among counties and urban districts in Wenzhou and leaping into front ranks of the whole province. In the second quarter, the volume of online retail sales in 15 administrative villages exceeded RMB2.5 million yuan, accounting for 40% of that in Wenzhou city, ranking 1st among counties (cities and districts) in Wenzhou, and ranking 4th in whole province. 3 e-commerce parks were established. 5 e-commerce parks were under construction. E-commerce enterprises are guided to develop in centralized manner. Cross-border e-commerce develops fast. Based on the statistics of cross-border logistics, the number of enterprises and individuals undertaking cross-border e-commerce in Ruian city exceeded 300. In 2015, the cross-border trade volume exceeded 36.11 million US dollars. Every year, enterprises undertaking cross-border B2B business through seven cross-border e-commerce platforms including Made-in-China and Global Sources will be granted with policy awards. The training on cross-border e-commerce practice is also enhanced. Cross-border e-commerce ecological summit and cross-border e-commerce summit in auto parts etc are also held in Ruian. The traditional foreign trade enterprises are guided to walk a road of “internet+ foreign trade”. More than 2,000 enterprises were covered. The support policies for cross-border e-commerce are formally published, which will grant subsidy in aspect of cross-border e-commerce park, oversea warehouse, e-commerce talent training and logistics etc.
